Fallout 4 disc version on PC will still require Steam download

The PC disc version of Fallout 4 will NOT be complete, you'll need internet access and a steam account to install the game.

Bethesda boss Pete Hines Tweeted -

“You will still have to download from Steam. The disc doesn’t contain the entire game. A PC requires activation on Steam. Console does not. Console ship on Blu-rays, PC ships on DVDs”
