After announcing that Lara Croft's: Rise of the Tomb Raider would be exclusive for one year on Xbox One and X360 (released in November), it looks like 'exclusive' was only for consoles.
The PC version of the game has appeared on the January Steam release page and looks likely to be on PC next month.
