It has been reported that you can eliminate almost all frame rate issues with the Xbox One edition of Fallout 4 by installing it onto an external Solid State HDD.
You'll as be rewarded with faster saves and area load times.
Or you could wait until Bethesda release a patch, but going by how long it took to update Skrim that could be a long wait!
