Other publishers, apart from Valve, are banned from distributing DLC for Steam titles themselves, and it would appear to be this that EA are objecting to, although they've never really objected before. EA are of course entitled to distribute their games how they see fit, and Valve are just as entitled to run their distribution service however they want, but the timing is a little suspect.

Thing are frosty between Valve and EA as Battlefield 3 will NOT be available on Steam
EA and Valve relationship has gone frosty with reports now suggesting that Battlefield 3, the latest instalment in EA's big-hitting FPS franchise, will not be coming to Valve's expansive digital distribution service Steam.
